Reinhart can do the full translation, but if you're curious, here's a summary of the letter:
Yoshi P starts out by apologising for the server issues, then mentions that servers can now handle up to 7300-7800 people; any more than that and players will experience severe lag in some zones.
He then states that the number of simultaneous connections has now reached 325,000 people. As a result, the downloadable version of ARR might be limited even if it is opened up again. They're working on a way to deal with the demand right now. They're also doing realtime monitoring of the current situation and zone stability in order to prepare for the next server upgrade (yes, there is one being planned).
Then he states there's 3 points he plans to address:
1)Adding plenty of new worlds
2)Breaking up the Content Finder group into 3 groups
3)Strengthening the "Content World"
Then he talks a bit about the physical limits of the servers, and why there has to be a character creation limitation (boring stuff) and mentions that due to the current situation, a lot of people go AFK, so they plan to go ahead with implementing the AFK logout timer. Then he says all these 3 steps (including the afk thing) are scheduled to be implemented next week.
4)Implementation of character transfers - Basically a whole paragraph on common sense stuff like what the point of character transfers is, it's pretty boring, so I'll let Reinhart handle this. Only interesting bit is about how it might be synchronous with the resumption of the downloadable version and more package copies.
5)Bunch of stuff about increasing sales and strengthening the servers (again), he mentions how the PS4 release might see an influx of new players etc etc.
That's basically the gist of it, you'll have to wait for Reinhart to do the rest; he has far more patience than I do.
