EU always get the shorter end of the stick, be it updates with separate game versions (not ffxiv's case), our own datacenter (ffxiv's case), or general support. Those "EU" marked servers are, per SE's formulation "recommended for EU", so while the EU population on those servers is higher, other servers have enough EU people as well.
Personally, I was against splitting the server groups at all, and before someone mentions latency, it hasn't noticeably changed for me with the NA data center. Maybe it would if SE actually made a dedicated EU data center, but that doesn't look likely, sadly.
