    Hotbars - Move/Remove Skils Not Working

    EDIT: Hotbars working as intended, replies below fixed my problem.

    Check the padlock to the right of your hotbars. You might have it at locked.

    As it was mentioned above, check to see if the lock on the right side of the bottom hotbar appears to be an open or closed lock. If it is a closed lock, simply click on it and it should unlock your hotbars for you to move and remove things as you please.
