It actually is part of the Legacy promotion, the same tattoo is also on the beak of the Legacy chocobo. Your friend likely didn't play during the period that 1.0 was subscription based, as such they may have kept their character but didn't qualify for the campaign rewards.

Append: Or they could have rolled a new character on your server. New characters of Legacy accounts get the chocobo but not the tattoo.

That's why i made this thread, that doesn't make sense.
In order to get the legacy statut from the campaign, you should have paid like 3 months before the 1.0 ends if i remember well.
I do know that he got it, after all he has the Legacy Chocobo.
I don't have it, and yet i got the tatoo and he doesn't, that's weird.

Maybe you did qualify for Legacy and didn't notice. I mean, did you cancel your account before the game went free in the last months or did you let Square do it for you when they ended service? I managed to get 4 months before Square canceled service.
