After rereading how you worded your initial post and that you just mentioned 'panning' the camera, I'm now of the belief what you're experiencing is what we're talking about in other threads. This is something that is affecting a lot of players - it's not exclusive to you.I'll try the Maximum Prerenderer Frames and post some results.. but it was on Use Application Settings by default.. I defrag my HD ( is not and SSD ) all the time and this is new rig.. no more than 1 month and with all new parts.. my other games work normally and FF also.. except for this Stuttering when panning the camera in Fullscreen and the stutter all the time in Borderless Fulscreen
You originally suggested that using the fake fullscreen/windowed mode alleviated the problem, but overall the performance was degrading and got worse over time. Now, you've said that the 'stutter' which I take it as moments of bad performance, happens MORE in the borderless window mode.
This suggests to me that A) You're having the same 'stutter' in any of the screen modes B) Borderless mode is actually worse overall because it is in fact a windowed mode - as I originally stated is often compromising on performance.
Possibly this is beyond your control for now and I would return to full screen so you can at least not suffer the degradation over time. Mean while wait for a fix from Square.
