Twin Snakes only does 2/3 the damage of True Strike, costs 20% more TP, and doesn't have the 5% crit (which is pretty weak.)
So yeah, True Strike is still very useful and something that'll never properly drop from your rotation. Yes, Twin Snakes (and the buff) is fantastic, but you will be using both.
Even when used from the flank, twin snakes is about 6.6% less damage (and no crit bonus) and costs more TP.

Really depends on your rotation. If you let Twin snakes drop any time the 10% damage bonus on your autoattacks and possibly 1-2 GCD is worth way more than the 10 Pot, the 5% crit is worth another 3.75 potency on top.
What Akumara is talking about is instead of a 3 GCD/6 second cycle (only with 2.0 GCD or less), where you can use True Strike without dropping Twin Snakes buff you use a 4-6 GCD/12 second cycle (depending on skill speed) use Impulse Drive to fill out the extra GCDs you will have more overall damage. You lose out 13.75 potency per 12 seconds but you gain 2-3 Impulse drive (180 potency) which is a 50-90 potency gain total on either True Strike/Twin snakes/Dragon Kick for those same 6GCDS.
