On Twin Snakes vs True Strike

True Strike is 13.75 potency increase over Twin Snakes. The main advantage of True Strike is that it doesn't have a heavy positional requirement which is useful on certain fights.
The only situation you want to use True Strike is when Twin Snakes stays on 100% (Losing 10% bonus on one auto attack + one GCD is a dps loss). This can only happen if you have GL3 + you do not use any other GCDS other than advancing your monk forms. i.e. you need to not cast Fracture or ToD or have any downtime between casting Twin-Coeurl-Opo-TrueStrike-Coeurl-Opo-Twin.
