No longer able to target non-enemies except with direct clicks

Steps:
1. Attempted to customize target cycling in Character configure and using key-binds to change target mode. After changing this I could no longer target players or NPC with except by direct clicks or NumPad targeting (game-pad).
2. Set key-binds and character customization to default. Still broken.
3. Changed all target filters to All
4. Changed zones.
5. Changed characters and worlds.
6. Restarted computer
7. Changed class
8. Changed to game-pad mode and back.
9. Waited for update
