How can you have completed the main story quest and not remember where the materia goblin is :S ?

I know this may be an old thread, but I've just started and I got no clue where this goblin thing is located. I've gotten to level 16 and have started to get level 15 gear from quests with materia slots. Some reason main story questline still has not allowed me the opportunity to start using them. I'm enjoying the game immensely but so far this part is fail for me.

It makes sense that certain game mechanics get "unlocked" as you complete some main quests/senario, however, so far the main senarios have either completely skipped materia use, or the mechanic has become a "optional". I don't want any spoilers, but I'd like a confirmation on the quest name and only the name. I want to explore ul'dah and "stumble" across it myself.
