JP to NA Transfers?

Just curious to know cause I have gotten both sides of this question but will us English players who play in a JP server (due to NA never working before for weeks) be able to transfer to a NA server when they allow server transfers? I just kinda want a yes or no with a small explanation. If someone can help me out with this question that would be amazing.

According to the Mog Station (where you going renew your monthly subscription), there will be a world transfer service in Mid September.

If you find yourself unable to play with friends because they're on a different World, please consider using our World transfer service.
* World transfer service is scheduled to begin mid-September. An announcement will be made on The Lodestone at that time.

BUT it didn't say anything about:

1. Is it free of charge?

2. Does it work from JP to NA server?

According to my own experience, I was able to transfer my old 1.0 character from a JP legacy server to a NA/EU server between Beta3 and Beta4. It was a free offer from SE, so I took it.

i dont see why you cant go from jp to na server but most likely they will charge for the service

All the servers are in the same geographical location, so I don't see why you wouldn't be able to.
