Not all mobs spawn for levequest 'Threading the Needles' at Camp Horizon

I started the levequest 'Threading the Needles' and only 6 of the 10 cactuars have spawned. The map still shows a yellow circle of where they should be, but the remaining mobs are nowhere to be found. The spawn location was (11, 27)

The 7th one is sometimes quite far from the yellow circle, unfortunately. The other 3 spawn once the 7 have been killed.
