What you are describing is a common nvidia driver issue they are working on fixing in upcoming driver releases. See my post here:

I wish thed's make a sticky about it. I see a post on here almost daily about the same thing.

Edit: I seem to remember someone saying you can use an overclocking program like Nvidia Inspector or MSI afterburner to lower your clock speeds and reset without restarting the game. Haven't confirmed personally.
