There is most likely a few reasons no notes yet
1. Translators dont work weekends.
2. Along with above ^ its Easter + Easter Monday
3. Its just a small update with patches, nothing big. (i dont know this just assuming, p1 had 53 changes, this by % should have 15)
They extended the the maintenance by another hour which makes me wonder did they get some more stuff into 1.17a? There's probably another reason(technical issues?) behind the extension but It just seems odd to extend it for a 30% patch.
I wonder if we will get something like Auto Attack in 1.17a. However, I still have about 3hrs before I know for sure.

Well they didnt change the start time, just the duration, so it is either they have more in or, or just want to give themselves more time to test the changes as they are applied.
Perhaps the delay is related to some NMs glitching.

Auto-attack is def not in 1.17a :P. it will be either 1.18 or 1.19

So as stated in Letter VII - the original Patch 1.17 was broken into two chunks, 1.17(70% of original plan) and 1.17a (remaining 30% of plan).
Quite possible that everything coming in 1.17a is already covered by the broad 1.17 outline that was shared earlier:
