Not sure if it was the ticket that did it, or if they are working on it... but after several hours this morning of not being able to login, I am finally on
EDIT: For those of you believing this is the fix - don't be fooled. It seems as if at this point SE is going through and fixing characters individually yet once again. Be patient for the next hour or so and you will probably get in. Submitting a ticket may help put you towards the top? Who knows...

Still getting Error 2002.

One (slightly) plausible theory ...
- The game finds each world server by a DNS record.
- The IPs of the servers changed when they were upgraded.
- Unfortunately the DNS records for the servers have some crazy high TTL.
- Your ISPs DNS cache smartly ignores SE broken settings
- Your router/PC isn't that smart and keeps trying to connect to the wrong IP
In any case, rebooting my router fixed things for me.

That technically cannot work for a held connection at a server.
If it works for you now, then its for other reasons.
It has not a thing to do with this.
(Also most people are behind a router and you just renew the lease of your IP from the router, not even the ISP.)

Good Sir, i stand corrected.
The statement from before is still halfway true.
It depends on your connection. With a new IP from the ISP and a flushdns it worked.
(Before it didnt).
For Cable that means manipulating the mac on your wan port of the router to get a new IP. For DSL its unplug and replug after 1 minute.
Static IP owners would be screwed. Anyway, thank you kind sir
