This worked very well for me. Like many of you, I've been experiencing this same issue since early Beta. I decided to download through a VPN and it worked like a charm.

All you have to do is download a tiny prog by the name of SPOTFLUX. Just install it and enable it then use the game launcher. It seemed to download at a slow rate for me, but at least I was able to fully update this time. Maybe this nails the issue as a fault on your ISPs end of things?

I really hope this works for you guys the same as it did for me. Not sure if calling SE customer support and informing them of this info would help anything, but I'm going to try that too... just so they know. Hoping that they see this here too. Really wonder why this is the only thing that works in this situation.
