They added capacity to the Duty Finder servers which means they can lift the population restrictions they implemented during EA.
They are fixing the issues. Read the patch notes as well. They're going to keep throttling until later today to make sure everything is stable. People may still get 1017 until things even out.

They never said free transfers. Read the patch notes to actually know what is going on instead of making blind assumptions.
