Happened since the emergency maintenance on 1st sept. but does not happen on Japanese Datacenters.

For all of you who are having this problem I would appreciate if you did the following procedure and posted your results:

While in the game, Alt+Tab out to desktop, CTRL+Shit+ESC to open up task manager, go to performance tab and open resource monitor. Under network, sort them by name and find ffxiv.exe process which will give you the IP address of the location you are connecting to.

Note down the IP address, go to Start and search for cmd. A window with black background and white letters should open. type "tracert xxx.xxx.xxx.xxx" without the quotes and replace the x-s with the IP address you found earlier, does not necessarily need to match the number of x-s that I typed there.

Look for rows that have three asterisks and request timeouts on them, look up the location of the ip addresses (http://www.iplocation.net/index.php) above and below the request time outs.

Are they in Quebec, Canada?
Their problem. Or one of their middle-men closeby Quebec is failing.
Wait for SE to fix <- Currently where my problem stands.

Are they in random locations between you and Canada?
Physical damage to a middle-man due to natural catastrophes and beyond our control.
VPNs can fix this as they will use different routes avoiding these middle-men.

Are they anywhere near your ISP location?
Your problem. Contact your ISP
