Servers locked out already?

It's only been 2 hours since the maintenance work done to enhance server stability/expansion to allow characters to be created again, and I have not been able to make a character on my desired server yet, only to find the server has already been locked out already (along with literally 20 more).

What gives? How is this even possible?

Still dealing with my service account 2 that has NOT been resolved, and here I am still unable to even make a character on practically any server now. Just 2 tiny hours after this great maintenance.

My patience is literally dwindling, why can I still not play this game?

I'm not talking about login restrictions. I am talking about character creation already being locked out. Only ONE of the new servers was still being allowed, when I checked a half hour ago. 90% of the JP group servers are locked. At 1 hour after maintenance, 50% of the US was already locked out, and a post just went up with a list of 20 more servers being added to the lockout.
