You will always get 1017 error until you switch worlds. A full world is a full world. Expanding capacity in each world would make the game worthless due to overpopulation. In my server, Marlboro, what the world is capped at is perfect as there are just the right amount of people on. If you have too many, no one will be able to kill quest monsters, get a hit in fates, or click on npc's.
The only solution is to transfer to a new world, its just too bad they only added 3 or 4 I believe. Whoever manages the servers should, at least by now, know the amount of people who are trying to log in, hopefully getting data off sales and geographical locations to get exact numbers and not just trying to count as they actually attempt to log in.
The biggest mistake SE made from my point of view was as of Aug. 28, when the worlds began to reach there full character capacities, they should have perma banned all new character creation and drifted the surplus off to less populated worlds but they didn't do that for whatever reason. And now we are where we are now.
My guess is my world, Marlboro, has near 50% more characters than the world can actually support and it doesn't make much sense to me how they could let in that many extra people onto a world that should be closed to access at its cap. Its unfair to those on the world, and unfair to those who create a new character on the world thinking it isn't full until later in the day they get the 1017 and waste both parties time.
I don't know about the rest of you, but I just wanted to play period, the name of the world was low on my list of priorities but now I am stuck as I started on this world and watched the numbers soar to 10hr 1017's. And the crazy thing is, if I want to, I can create yet another new character on my world to congest it even further.
