Uninstall your video drivers,

Run driversweeper to clear them out completely

Install the latest video driver package from your manufacturer site (AMD or Nvidia)

Adjust your FFXIV graphics settings from the FFXIV config utility and see if turning them down allows the character models to be displayed.
