What determines the proc chance of Whisperer traits?

I realize these proc assuming you meet the criteria (i.e. Gathering >= 69), but what I don't understand is how often they proc. For example, even if my Gathering is ALWAYS above 69, it does not activate 100% of the time.

Does anyone know the proc chance of these traits? Is it set in stone or can you manipulate them?

EDIT: I notice some nodes seem to proc every time. Perhaps I am mistaken and it is not a proc. Perhaps not all nodes are created equal and require different conditions to proc Whisperer traits even if they are the same level and same type of node?

I have not noticed them not proc, not all nodes are the same, not all nodes have them.

So each node is different despite having the same level and giving the same items?

I want to say there's a help tutorial that popped up that noted that only a fraction of nodes have these traits, and that it's tied to the nodes. I've been 2002ing all morning, so I can't confirm, but...

It lists the stat required and the bonus gained when you target a node. Yes, no two nodes in the same vicinity share the same whisperer bonus. A few don't have any bonus at all. If you meet the stat requirement, it works 100% of the time.

So it seems to me that there are 4 nodes in a particular area. Each of the 4 nodes coincides with a different Whisper trait. For example, Stone Whisper I increases gathering rate (% chance), and Stone Whisper II increases gathering attempts. (Get 5 strikes instead of 4)
At my current lvl (26) Stone Whisper 1-3 proc every time I approach that node. Stone whisper IV was just unlocked and I can't see anything different for the 4th node. Maybe someone can clarify this issue for me.
Do these node proc their whisper only after a lvl requirement is met first, or is this a bug that needs to be reported?

After a little more mining; I now believe that certain nodes are preset to have certain bonuses associated with the 4 Whisper traits. You need the appropriate whisper trait to see if that node has a bonus, and not all nodes in the area will have a preset bonus. I mined an area that had 3 of the 4 nodes with a bonus, then I went to another area, and it only had 2 of the 4.

Heres the indication of the conditions for higher yield. However I'm not 100% what that triangle symbol is. All the other conditions are words like STR or Gathering or something, this is just a symbol. Anyone know what that is?
I took off enough gear to be below the perception and gathering on that amount, but i still got the bonus.

Oh crap just figured it out, its Earth element. So i wonder if each area has a particular element, or if they are all Earth. The mining area I'm in has earth shards/crystals.

And guess what I'm pulling out of the wall here, ice shards/crystals. There are still some mining points that aren't showing any bonus so I'm starting to wonder if there are still some undiscovered stats to get a bonus at those.

At a glance, I'm willing to bet those are your elemental resistances.

They are your resistances. There's also stats ones on top of Gathering/Perception.

I'm also pretty sure they are not random at all. That same node in that same place will always have the same benefit from what I've seen.
