Would it be possible to implement some sort of tab targeting to target friendly un-grouped players for healers, In the same way DPS can use tab to target enemy's.

There is. In character settings. I'm not online right now so can't say exactly what tab, but there are target filters. The active filter (for tab targeting) is displayed just above your hp bar. You can make custom filters to include enemies/friends/npcs/etc. what to watch out for, that I personally turn off, is the changing of filters based on weapon drawn/sheath. Further more these filters can be key bound to allow quick filter changes to your tab targeting.
