I agree with gifthorse. I would be happy if they made a very simple skin system though. We could at least draw the shape of our own UI and place buttons on it accordingly. It would be fun if SE bought and implemented Winamp's modern skin system, for instance.
Personally I'd like the ability to go back to a FF3/7 styled UI XD
I have to thank Square-Enix for the amazing job they have done recreating Final Fantasy XIV from Scratch. Especially the inclusion of Missing Genders which we petitioned for in good faith. This was proof to us players that the Developers are truly Sympathetic to our requests and that being honest and vocal can pay off with the amazing characters we have who are Female Roegadyn, Male Miqote, and Female Highlanders. Thank You SE, Thank You Community Team, Thank You Yoshi-P.
I must admit the ability to take some on screen info and put it into the menu bar is something i would be 100% behind.
I play on a small screen and there is just to many widgets on it!
It would be easier for the devs to allow us to mod our UI than to build a decent UI, if we look back on what they have already produced...
Go look in your game folders. Pleeeenty of widget files in there. For instance:
ActionGuageWidget.tpl/.form
MiniMapWidget.tpl/.form
TargetSelectModeWidget.tpl/.form
ItemSearchListWidget.tpl/.form
Bolded = added after launch
So as it seems, the UI is ready for it, it's just a matter of SE flipping the switch on for customs. Though with the future UI changes, they probably won't until after that.

I like the possibilities that modifiable UI implementations open up (though I am against it, more later). In the long-run it can greatly better the game in general by not only providing good ideas to the developers of the game, but also testing them.
But the reason why I'm against implementation is that this also opens up the possibility of "boss mods", which can make encounters significantly easier depending on what SE's framework allows (i.e. tracking ability cooldowns, UI "announcements", etc). Granted, this can be dealt with by making encounters very hard and intensive (which is good IMO), but somewhat impossible to defeat without the mods (or a professional group of players to work with)
I would like to see this also, as a ranged class it would be nice to have the distance from target displayed instead of the message "you are out of range".
I would also like to see what the community could come up with, obviously its not going to happen because SE are so anal, plus purest and console players would cry like babies.
It's the very reason why this game won't progress very well because its being held back by either the devs or the fans.
That being said I doubt this game has enough players to even have a decent modding community.
Boss modding is easily countered by making the bosses moves 100% random, plus unlike WoW that uses timers, I think FFXIV's monsters use real time skills and abilities.

I am also for this idea. I tend to think that SE doesn't always get it quite right so it would be nice if the users/playerbase can actually contribute instead of QQing all the time (90% of these boards).
If they are for test servers they will probably allow this IMO.

And as some of you can see it's more or less based upon a "WoW" addon for a custom UI.
The possibilities with these kinda things are endless.
