    Correct me if I'm wrong, but I'm sure they mentioned somewhere that they were also expanding on existing servers?

    They have stated that the server work will hopefully fix many, if not all of the current population problems, since most of the population and congestion problems were apparently caused by the Duty Servers which they are expanding.
    The expanded/improved Duty Servers and the release of the server locks will hopefully fix a lot of things, however this will not really be known until after the maintenance.
    Until we see that the maintenance did actually fix the problems, I feel that the OP's concerns are valid.
