find a friends on same server

ive been playing ff for awhile and buddy has it too where on the same server but we can find or see each other even if where is the same place .... why and is there a way to fix this

You need to be level 15 and gain the Airship pass to travel to different Area's.
You must finish the storyline which leads to that as well.
