Speak Softly to Me -- Can't select Snowman

Party or solo: Both (I was in a party when this first happened, disbanded and it still happened)

Area and coordinates: Coerthas Central Highlands (26,28)
Steps:
1. Accept quest "Speak Softly to Me"
2. Attempt to interact with Snowman
3. Snowman is visible and sparkly but not clickable, with either controller or mouse. It instead selects someone standing nearby, or nothing at all.
4. Go into 1st person mode and attempt to select Snowman
5. Snowman is selected. Press Confirm on controller, receive error message "unable to interact from this location".
6. Try again several times, ask in /shout about this, get treated as though I'm a moron who can't read the quest text.
7. Cry.
