Nope DCUO is not cross-platformIs DC Universe Online cross-platform between PC and PS3 (e.g. PC players play against PS3 players)? I don't know the game and I can't see from DC Universe Online's website to see if they have the "world" concept... If the game isn't cross-platform cross-play, then the PS3 could be hosted on the PSN network, which mean the subscription is independent from the PC, I don't know this as I can't find enough information on the website.
AFAIK with FFXIV:ARR is that due to the cross-platform cross-play, and multiple worlds (servers) that it is maintained outside of PSN, potentially this is the reason that the subscription management is handled directly by SE.
Edit: Oh, I noticed that DC Universe Online is developed by SOE (Sony Online Entertainment) which would make sense that the PS3 is using PSN for its subscription.
