The recipes for each level range should be the complete set that is available, levelling up will unlock higher ranges. You get a nice chunk of exp the first time you complete a recipe, and there's achievements based on the number of unique items you have unlocked.

Most of the goldsmith class quests I've done so far involved providing an item, you have to make this yourself as a normal, and I don't think materials are provided (but early materials can be bought in the guild).

Yes there are leves for goldsmithing, I think you may have to get up to level 10 on the main story and do a quest from the leve-giver in the adventurers guild, but might be wrong on exact requirements. Seems like you can only get crafting leves from the city the guild is in. Mostly they involve turning in an item but don't provide the materials, so its a kind of gil-for-exp situation.
