Lets understand what the 1017 error is about.
During early access, we did not have any restrictions on logins, yet the server did not crash accepting everyone, the only issue was when people started using the duty finder / instances a lot, which the duty finder server could not handle (instances are located in a separate server as I have understood, hence the server was online while duty finder was not available / failing).
Now, why did they add restrictions exactly? Basically to control how many people could use the duty finder and instances at a time, to be safe they added a hard number lock on the logins, which is why it shows up the 1017 "the world is full" message.
Tomorrow's update will upgrade the duty finder, I am not certain it will fix the duty finder stability, I want to believe it will. But one thing is for sure, tomorrow after the update, people will start getting fewer 1017 errors, since, they'd be lifting little by little the restrictions in order to keep it controlled until it is safe to let everyone in.
The new servers are for people that want to play yet have found most servers full (most of the NA/EU servers are full, not talking of the 1017 error here). They are most likely adding new servers because there's still people pending to create a new character and to avoid them getting on the already full servers, they're enabling more. This if I recall correctly is the second time it happens, from phase 4-early access-release.
Let's hope they know what they are doing, and hope the server is stable after the upgrades.
