its the server, some were char creation locked sooner then others, which meant less "players waiting to play" issue.

Lets say the cap is 10K players per server/world

Behemoth had probably 25K players create toons wanting to play. Only 10K can play at once though, leaving around 15K sitting with 1017.

other servers managed to char creation cap (CCC) much sooner, so manybe only 12K players were made, and only 2K wait, making the "issue" seem like not a big deal.


Server congestion is only something we can guess at though, we don't have any real numbers to go by.

But hopefully this makes things clearer for everyone. It's not just a issue for a few worlds, it's every world - but some do not notice it as much due to the amount of chars created VS population limit.
