I think the major complaint isn't the water from areas like Gridania, its the water around areas like Limsa and on the Boatferry to/from Limsa.

Limsas water is actually really rough so you can't see into it and it looks stale against the rocks but it does look real. when you look at it in the right areas. The waves need to to be more impressive I think.
