There is no way to have a base HQ rate of 15% on those items. The most you could theoretically get it to is 4 or 5%, maxing out on perception gear with food.

So just getting about 200GP (with your base 400) to get 600 then use "Toil Of The Mountaineer" or "Toil of the Pioneer" for out of reach items.
Then using the ability for HQ 30% increase (Assuming you got the 320 Perception)

Yes thats what I do, also don't forget about Deep Vigor or Brunt Force which will bump your hq and main item to 100% but you have to have a successful chain 4
