Not just a second Behest group, because there are camps like Broken water that have 4 or more groups at a time. Behests could be joined by a totally formed party, so the party leader ques up a behest for his/her party that will be instanced, so no lag from other parties will be generated. The big blue circle instances is what I am talking about. they do it for story/class quests, they can do it for behests. that way any number of parties can sign up for behest, then go into their own world to take on he monsters.
Options:
-If a party leader joins a behest, the rest of the party automatically joins the party leaders behest.
-If a party leader invites a solo person who has not joined a behest, and they accept the invite, they are automatically joined into the party leaders behest.
-If a party leader invites a solo person who has joined the behest, their behest is automatically dropped and switched over to the party leaders behest if they accept the invite.
-If a solo person who has joined a behest invites another solo person who has not joined the behest, the invited person is automatically joined into the inviters behest.
-If a solo person who has joined a behest invites another solo person who has joined a behest, the invited persons behest is automatically dropped and rejoined under the inviters behest.
-For Auto-partying, if there is a party that is not yet full joining the behest, and a solo person joins the behest, they will automatically be added to that party. The problem with this is possible rank disparities, which is why it would be better to just manually invite people into your party.
In each of these options, the separate parties will be put into different instances with their own set of monsters.
I also agree that the bosses should be more interesting, and more BOSS like. like a mini-NM, more HP than a normal monster (Like 10x more in the case of behests/levequests).
