    Instance all monsters

    Similar to how guildleves are done, monsters spawn only for your party, this way behest can have more than 1 group participating at a time.

    Which would work well with auto grouping.

    Make Behest Wardens appear at camps 24/7

    Allow players to participate once every 30 mins, this way there is no chance of missing the time window or not being able to get in a party.

    Make Behest more like Campaign from FF11

    Imagine you are in an area and you hear the sound of a horn, shortly after the music for the area changes to a more menacing upbeat theme.

    This tells you behest has started and monsters are beginning to attack the area, you run to your nearest camp and sign up to help defend against the oncoming waves of monsters.

    Rank 50 camps could involve beastmen and be worked into the story to suggest that the beastmen have become more unreasonable and violent and the citizens of Erozea now have no choice but to dispatch them to save the surrounding inhabitance, you could further increase the threat by allowing beastman to take over camps if players fail to protect it, players must retake the camp if they wish to use the Aetheryte crystal.
