Make it harder. Too easy. I would increase difficulty from 30+camps.
I would leave 10 and 20 camps.
Put the numbers back up please. I love the behests but it sucks missing out becuase u miss the draw, its guarenteed to generate rage. I've also found the odd troll waiting for when u do miss out. Alternatively, maybe work out a slection feature or have multiple behests, but please dont just leave it as it is. Its annoying when you run out of leves and then get jipped on behest.
I think it would be a good idea to allow 16 people again, but split the people into 2 groups doing behest at the same time. A set of 15-20 mobs should spawn for each group independently. Whichever group kills all 15-20 mobs first gets to battle a nice mini-boss at the end that drops more interesting money/chest/loot/faction points as opposed to the normal 3k gil. This way you get more people interested in behest, but you prevent behest from being just another grinding device by turning it into a mini competition.
I know that nobody does behest at certain camps, though, so there should maybe be a minimum of 8 people present at camp for a behest to be split into two groups. Or you could spice up those behest by adding interesting rewards from the mini-bosses.

The new Garlean troops behest-like event has been received fairly positively. Good start in adding variety to the world.
It can be improved upon, for sure, but it's a very good start.

Not to mention there have been other problems that have arisen since the 8 person limit. A certain group of 8 people from a specific LS wanted to get into the behest, 7 of them did as well as a friend of mine. The 7 from that LS who got in decided to not let my friend into the group and forced him to either quit out or kill whatever he could alone.
I agree with Rent's suggestions. I really think it seems more appropriate to introduce the beastman mobs of Eorzea to Behest rather than the typical mobs found throughout the regions. The storyline emphasizes on the dangers lurking in this world and we are attacking mobs that don't even aggro. It would really be nice to see this change.Various suggestions, in no particular order:
Make the mobs more interesting.
I'm tired of being told about the dangers of Eorzea, then having to fight a bunch of stupid goats and bugs. Implement more dangerous mobs that are tougher to beat. Put in more beatsmen, and packs of mobs like we see on the faction leves.
Make the Behest Boss more interesting, too.
It's very anticlimactic to get to the end of a behest, here the epic boss music start, then find out that you the boss is....a pair of coblyns that die in 3 seconds.
Make them huuuuge. Bigger. Different color. Put horns on them, I don't care, just make them more interesting and worthy of the boss music.
I also think that the end boss should be more difficult. It should not be something that is killed before everyone has even taken out their weapons. Make it something of a challenge - an easier version of a typical NM, if you will.

I think if Behest was catered moreso towards the # of people attempting to participate the battles would be more enjoyable. You would also get more player buy-in due to it serving as a possible past time for players who are looking for some large scale fun until various battle changes are made.
I think behest mobs need to give at least double the SP they currently do. You can earn 1000 sp a mob with proper opt rank and links on a guild leve, but only about 100-200 in behest. The reason no one is doing it now is because the SP is bad compared to leves.
