Poor performance from a high-end build?

Everyone with an AMD card who is getting poor performance needs to do this because it improved my performance by a very large amount. It also helped that my video card maker Diamond fixed the CCC so that I could do this in AMD Overdrive.

I've got 2 7950's and no matter what I do I still get random drops to 40+ FPS.
