I can't remember what the minimum for the game to run on is but I believe yours is only slightly above minimum though I might be wrong so try not to flame me too much
My card is #5 from the top on the high-end graphics card chart.

Depending on the brand of your graphic card, it could be either Entry level or enthusiasts level.
If you only spent around $200-$400 that's the entry level range.
The enthusiast level are from $500-$1500

I have a GTX680, 32gb of ram, and a high end i7 cpu and just like you I have bad performance but only in certain places.
While I think the game could be somewhat better optimized, I think that maybe the overpopulation is exacerbating the performance drops in places like cities since in my experience with the game the big frame rate drops tend to be when I get near areas where people are gathered.

    Running on MAX FFXIV Settings.

    AMD Crosshair V Formula-Z
    AMD FX-8350 8 Cores
    AMD Radeon 7950
    16GB G-Skills
    Thermaltake 1000W Tough Power
    Thermaltake Level 10 GT Case
    Windows 8 Pro 64-bit

The FPS are display within FFXIV.

    Max FPS:
    135.2
    Min FPS:
    45.8

Remember, cooling is extremely essential to high FPS.
Make sure your system isn't a laptop and that your desktop has sufficient airflow.

I also speculate that your power supplies may be lacking, and unable to push your hardware when it needed most.

You run 80fps because you have a pretty good CPU the i5 4750.

    Square Benchmark test

I found the Square benchmark test on accident and ran it to see how my 5 yr old build would faire and it's stood tall (being older and all). I have been running the game for a little while now and its not been laggy, zone load times are damn near non-existent and very smooth (today). To be fair though, I had the PS3 version, and it the PC version DESTROYS it. Lag is horrible, loads times are 20-30 secs, and dungeons are hard being a tank in those conditions. If you want to download the test, just google "ffxiv benchmark". Here are the specs/results on my benchmark testing:

This game definitely tanks in cities, especially with all the AFK'ers and such.

    ASRock Z68 Gen3Pro3
    Intel i7 2600k @ 4.2Ghz
    2x Sapphire Radeon HD 7970s @ 1050/1575
    16Gbs Corsair Vengeance CL9 @ 1.5v
    Corsair TX750
    Corsair Carbide 500R
    Win 8 Pro

    FPS @ 1440p:
    Max - 220 FPS
    Min - 24 FPS
    FFXIV benchmark score - 13350k

    FPS @ 1080p:
Max - 250 FPS (I think the game is limited or I got CPU limited)
    Min - 25 FPS
    FFXIV Benchmark score -20100K

Depending on your system, overclocking is a good means to get some extra performance. Just make sure your hardware can handle it. I've upgraded all my CPUs before they've been damaged. Shoot, my i7 930 that had a 45% Overclock is now entering it's ~5th year of service and running strong.

How are you getting 20k scores? I've got 2 7950's same as you, both overclocked to 1100/1500 and an i5-3570K at 4.4GHz and I get only 15k+

All in all, even not at max I drop from 60 in some areas for no real reason. 13.8 Beta 2 drivers, everything is updated all the time. Temps are more than fine.
