Do the ingame GMs even do anything?

A Raz Alghul has been flooding /shout in New Gridania on Hyperion for hours and tons of people have reported him. It's been six hours since I and others have filed our reports and he's still flooding /shout about an RMT site.

Are the GMs that busy to where it takes six hours to stop a simple spammer? And no, I don't want to blacklist him because I don't want an RMT's name to appear anywhere on my character, and it should not take Square Enix six hours to stop an RMT spammer on a game specifically designed to stop RMT.

GM's don't even exist in this game. Closest you will get is some outsourced pissed off customer service rep that does not come with subtitles.
