Using IR on cooldown will apply it to every other Chaos Thrust and one out of every three Phlebotomizes. Because of the snapshotting system, the crit chance for each tick will be locked in even after IR wears off. DoTs give you the most opportunities for IR to work its magic, and so they more reliably make use of it as a buff, rather than depending on luck.
Holding IR given perfect conditions is ultimately not beneficial because (1) it's not a big enough buff to multiply with BfB compared to how much shorter the cooldown is (2) and it throws off this synergy.
It's not obvious it's working (like it is on monk), but it's definitely there.
In a dummy situation, BfB would not be falling off before Full Thrust even with no extra skill speed at all. The rotation in the OP is more "best practices" than it is some theoretical ideal you can't always attain. If you have less than perfect uptime in the first few seconds of a fight for any reason, that slight delay on BfB often proves to have exactly the benefit stated.
I've always done BFB -> IR for two reasons.
1) You get the BFB right as you start ID, which is a PPS increase over using IR with ID, no matter which way you look at it
2) I love the increased chance of IR buffing my DFD, which I always land at the end of my opening burst. Both BFB + IR last until I use DFD.
When you go crit for 2k Full Thrust, followed by a 1.3k DFD, it gives me all kinds of giggles.
Of course I would never prefer ss over det & crit and Im also playing with almost zero ss. thats why I said that 407 is out of reach. Ive just been thinking of the crafted belt and helmet having as much ss as possible (right after all other desired stats are maxed out). that would be 18 ss in the helmet and another 18 in the belt ending up with 36 extra ss you wouldnt have with ilvl 130 gear. added to the basic ss of 341 you could get 377 which is ok to have but dosnt close the gap between 2 phlebs. Well Im fine with a bit less ss then (9 in the helmet and 15 in the belt) and leave it at that.Well as a DRG, you want to have as less SS as possible so you can focus on Crit/Det so you can get more Deeps, since we have no SS buff like MNK or NIN. IMHO, it's not worth trying to have a SS cap just for Phlebo, you'll end up doing lessthan if you just focused on crit/det. But up to you, hope it works fine for you !
Oh and I prefer BFB first too
I use IR first in my opener, which might not be the best but I like it
HT(IR)(BfB)-ID(PS)-Dis(jump)-CT(DfD)-Phleb(SS)-TT(leg)-VT(LS)-FT
I've started using bfb first, feels smoother for buffing jumps, 1) all 2) unbuffed 3) ps, ir 4) bfb etc
