So what you're seeing on the front page is that for secondary stats determination is worth more than crit and crit is worth more than skill speed. So when picking gear generally you want to lean towards determination when possible and then crit. Sometimes this isn't an option though. So the way they've scored stats is by using strength as you base of 1 (the most valuable stat you can pick aside from increasing weapon damage). The other numbers that you see is how much 1 point of that stat is worth next to 1 point of strength. So 1 point of determination is worth 0.325 strength, 1 point of crit is worth 0.204 strength, and skill speed is worth 0.178 strength. These numbers are not perfect, and have been developed through parsing combat data (which in turn isn't perfect in this game as it is). However, it should provide a solid basis that should help you choose your gear more optimally based on what gear comes out higher values while meeting the accuracy requirements that you need than just picking stuff at random.
So to give you an example of how to tally up your score we'll use two similar pieces of gear; Gloam Earrings and High Allagan Earrings of Slaying
Gloam Earrings:
Str - 18
Crit - 19 (19*0.204=3.876 str)
Total value is 21.876
High Allagan Earrings of Slaying:
Str - 18
Det - 9 (9*0.325=2.925 str)
Total value is 20.925
So the total damage value of the Gloam Earrings is better. However, we have not accounted for accuracy between the two. The Gloam have less accuracy so it makes sense that it's higher in damage stats than the High Allagan which provide higher accuracy. You can't really place the same kind of value on accuracy that we do on the other stats. This is why you want to know what accuracy rating you are going for. Depending on your accuracy needs the Gloam Earrings might be a better choice if it's putting you below where you need to be for the content you are doing. With that being said, accuracy aside, the damage difference between the Gloam Earrings and High Allagan Earrings is pretty small. Generally speaking, your first order of priority is meetings accuracy requirements, then look for str upgrades, and then worry more about the secondaries. There's occasionally situations where an item with lower str (lower ilevel) can be better than having an item with higher str because of better secondary stat allocation. This occurs more commonly when comparing an item with a slightly lower item level with no accuracy for secondary stats next to a higher item level with accuracy. So have I confused you more? Maybe so, but there's a handy website that can help you select the gear (again, not perfect, but sufficient).

Near the top you'll see BiS Solver. Click on that, and change the accuracy to your desired amount. You can tell it to exclude certain content or lock in existing gear that you have that you know you can't replace soon. Click Solve, and it'll scan through the stuff to build a set.
