Full Thrust is "filler" and should never be used when other stuff is down except for very short burst purposes.

I disagree. Full Thrust should never be used when it's not in a combo action regardless of short burst purpose or not. You're better off doing something else.

Or I misunderstood you when you said Full Thrust but you actually meant the whole Full Thrust combo?
