Buttons in a Blanket is the best food for almost all dragoons, but it is dependent on your gear level. Although the Black Truffle Risotto has a higher max stat, the actual % it gives you is less. So in order for the Risotto to be better you need a higher base value of the stat that will allow you to take advantage of the max.
