This is just my two cents, but you may want to make a wardrobe profile on xiv.db for the current BiS list and just update that. Here's an example of it.

I have done so, it has been added to the BiS section of the guide. However, a quick word of warning. There are a lot more mythology pieces, and the legs are quite expensive. I would recommend purchasing the Mythology gear that is common to both sets first since this would better situate you to switch to the BiS set if you do happen to start clearing Turn 5 (whenever it becomes not impossible).

how often/when should we use that in fights?

Almost every boss is immune to slow. However, you should always try it when learning a new fight, and if they are not immune (and hit pretty hard) I would most definitely consider working it into your rotation in place of Fracture.
