Thats depends, alot of people can't even clear t7 yet they run around with the animus and work on their Novus right now.
It shouldn't be too much better, it's an alternate weapon and will be brought on par with the strongest raiding weapons at the end.
While I agree that they require way more efford they don't require the slightest bit of skill whatsoever.
