"Best in Slot", when you have all items available to use in a gear set.
Global cool down is the time it takes for you to be able to use your skills again. You see the "timer" going around on the skill icons. Your weaponskills are ON on the GCD, your Jumps are OFF the GCD.
"BiS", or Best in slot, means exactly what it means. Best item in it's item slot.
But, I prefer using "Best in Set", rather than Best in Slot. Best in Set, means it's the best item available, for a particular set, once all items have been obtained.
And exactly as zeth07 said. A "Cool Down" is the term given to an individual skill which has a waiting timer before it can be re-used. The skill is "Cooling Down", hence, "Cool Down". Examples of Cool Down, or CD, abilities are Leg Sweep, Dragonfire Dive, Jump, Blood for Blood. A Global Cool Down is a set Cool Down which applies to majority of your basic Weapon Skill Abilities, like Full Thrust, Chaos Thrust, Impulse Drive etc, hence the use of "Global".
In this game, Global Cool Down, or GDC, is 2.5 seconds long. So all abilities with 2.5s Cool Downs are your "Global Cool Down" skills. It's worth noting that Skill Speed can decrease the GDC, but it's an extremely little amount.

Not sure if it will help any in the acc discussion, but I missed on T1 Boss at the flank with 421 acc with skills more than once, and it wasn't just auto attacks.

OK, this thread is blowing my mind a little. I had always assumed that Wyrm gear and your +1 weapon was the best help you could get. OK, so I am level 50 and Have an i73 gear level. I have never been to coil. maintenance at the moment so I cant post my exact gear list but I know it mostly. Relic lance, DL helm, Wyrm body, Green i65 gloves (cant remember the name, Onion belt, Onion Pants, Green i65 boots (cant remember the name) and all DL accessories. should I have my +1 weapon before attempting coil or should I attempt to get DL hands and feet or both?
Edit: I just discovered this so here is my actual gear set up. http://na.finalfantasyxiv.com/lodestone/character/3188923/

I wanted to see how often I'd miss with my low acc gear equipped while paying attention to if it was on the rear/flank. I switched to my regular gear after that since it was obvious.
Has anyone confirmed any lower acc than 468 without misses in Coil just from flank/rear attacks? Not counting AoEs or required front facing moments?
I know EasyModeX mentioned "they" said it was 435/458/476, but has anyone tested any of that in Coil since that post and ignoring the above scenarios?
It seems the lowest I can go to get near 458 without going under is 463, so I'll try that next week. I usually use 468 and don't notice any skill misses.
Before maint i went in with 460 acc and didnt miss at all through T1-2. I believe what easymode said was correct.
Have you capped yet this week? I would suggest getting +1 since its our BiS for every pre-t5 set. I would also get DL gloves and boots before going into coil, but its not necessary, it will just help. I would try and get your accuracy to at least 458 as stated earlier, it will help immensely since you wont be missing.
Ayvar's friend sent him an image link, which his friend recorded and parsed, of him getting 0 misses at 463 accuracy on Twintania.I wanted to see how often I'd miss with my low acc gear equipped while paying attention to if it was on the rear/flank. From my testing, there seems to be 0 difference in Accuracy Requirements between Weapon Skills or Auto Attacks. In 1000 AA swings + 1000 WD swings, both missed exactly 51 times.
