How so? Melee DPS'ers are free to DPS whenever they want without worrying getting hit by WW with triangle formation. The only need to worry about is that the Chirada holder should know how to dodge Slipstream.
So you save a full 2 seconds on one sister but one person loses directional combos for the other? It's sound like an over complicated way to do a very easy fight.
The MT will move Garuda to the opposite direction of where Chirada is, which is somwehere 7 o'clock for Chirada. OT Holds Suparna and Spiny Plume somewhere around 11 o'clock.
I wouldn't argue on how you see things differently, we do have different POVs, anyway I find this one easier, less pressure for healers to top tanks as well.
The fight is already capable of being single healed with the MT taking double WW. WW is also avoidable by the MT if he/she is experienced enough. As I have said, it works better FOR me. I don't see in any of my post imposing that everyone should do the same, I just answered PArcher's question in the first place.
And AFAIK WW can't be dodged, you can only tank double WW by popping up a def CD.
To each their own, I don't have experience with it myself so all I can attest to is how it looks to me on paper.

Can anyone shed light on the ideal way to rotate cool-downs after the initial cool-down dump ?
ie:
Leg Sweep : asap
Mercy Stroke : asap
Life Surge : asap on Full Thrust
Jump & Power Surge : should Jump be spammed asap ? or should it be pair with Power Surge everytime
Internal Release & Blood for Blood : asap ? or should they be paired together and saved for Chaos Thrust/Phlebotomize
Spineshatter Dive / Dragonfire Fire : save as gap closer or spam asap
or is it a case of simply using off-GCD skills as soon as they become available.
Just what I do, my dps seems to be good.
Leg Sweep : ASAP, it comes back so quickly, you're probably going to have it for any burn phase anyway
Mercy Stroke : ASAP (maybe smarter to save for burn phases, but I keep mine macroed to other abilities, coz I use a controller and buttons are scarce)
Life Surge : I like to have at least one buff up so I get a warm and fuzzy feeling when Full Thrust hits for 1k+
Jump & Power Surge : If I see that Power Surge is about to become available, I'll wait. Don't forget that you can use it with other jumps, too. Basically, get the Power Surge out as soon as possible by any means. I guess the order of preference is Jump > DFD > SSD, depending whether you wanna save DFD for AOE or whatever
Internal Release & Blood for Blood : I think I've done my highest DPS just using them as soon as possible, they should last long enough to roll over an IDC combo in any scenario
Spineshatter Dive / Dragonfire Fire : I try to spam these, but with the intention of having them available for burn phases (dreadnaughts in T4, conflags, etc). You'll just have to spam them at first to get a feel for when they'll come back up throughout particular fights. Or just save them if you really need the burn damage.
