OK, last bit to point out...

Each server has a max it can handle, X, but at release it was set to a smaller number, Y, because the population is very dense in the same areas. Over time as people level at different passes, the server population spreads out over all zones and Y is increased to X (maybe over a few week period).

For FFXIV, the initial Y was fine for the world servers, but was to much for the duty finder server on the data center. SE found out how many people the DF server can handle, and divided this equally among the world servers and set Y at this number (much less then what it was on day one of early access). When we get new worlds, and the DF server is changed on Wednesday, they ca then start bringing Y up to allow more people on each server helping (and potentially removing) 1017.

There also seem to be a cap on the queue number, which could also be expanded with the server upgrades, also helping with 1017
