What JP server has the most english speaking players?

As the title says which one? I just got 90000 while eating breakfest and now got into queue of 12 then boom 1017 so I've just lost interest in bothering anymore in fighting with it so just going to roll a character on a Japanese server.

I heard it would be Masamune/Tonberry but you will also get 1017 on JPN servers.

Now I'm getting error 2002. They need to take the servers offline today and start working on getting those new servers up because this is just getting really stupid.

EDIT: Well that's new now I'm getting 1017 by just hitting the start button at the menu screen and not even reaching the character selection screen.

You can't get into JP either. I've had a spare character on a JP server since P4. usually I just jump over there and play. Not today. Things are seriously screwed up!
