I have something similar too brother, talked to someone else and they have it too. I hope it gets fixed.
I try to start the launcher and it says...

A System Error has occured: 400

I reinstalled the launcher to no avail.

For those of you receiving Launcher Error System Error: 400 You can try a few things here. Sometimes this works, I know cause I have this error.

Open up your Command Prompt, can be found using Windows Key R to start a Run Pop Up, Type in cmd, Press Enter key on your Keyboard. Another Window Will pop up. Type in ipconfig /flushdns

Wait a good minute or two, then try the launcher again. If error happens, try typing in ipconfig /release

by typing in that last command iponfig /release you will be disconnected from everything, internet IM's, everything. Again wait another minute or two, Now Type in ipconfig /renew which will get you connected back online. Wait a good minute or two again. Try the Launcher to FF14. If Error still happens you will just have to wait until You can get the game to work and or Log In to Play. These commands will not harm your computer, they do a Temporary Fix on things. Read Carefully before typing in these commands, you don't want to be sorry later.

    My fix

Alternatively, you could just reset your Internet modem. For me, when I reset my modem, my ISP gives me a new IP address. Then I don't encounter the error anymore.

Strangely enough, the error -2146697211 is encountered on certain IP addresses that the server doesn't like.

I had this issue today, the launcher now works after I removed the mark from box under proxy server in tools>internet options>connections>LAN settings.

I am now getting this error as well. I had to restart the client a 3rd time before it started patching again. Some background:

When I got up this morning and ran the patcher, windows froze. I cold shut down, restarted windows in normal mode, and tried again. I got a windows popup that a file was corrupted associated with the launcher program located in some funky sub folder of the documents area. I did a normal restart, and then it went into an automatic disk check. Instead I shut it down, reinstalled a fresh copy of windows (7), and the first time I started the patcher up it was working fine. I stopped it to install all the windows updates and service pack, and then when everything was reinstalled properly, I ran the patcher again and got this message after trying to run it two times in a row.

It's patching again, but it's running about 30% slower than before and my isp connection/speed has not changed from it's normal 11-15 mbps.
