I think nobody else can agree with you. Not realistically, anyway. Given where Japan, North America, and Europe are on the planet with respect to each other, whatever time they pick is going to annoy someone somewhere. Since SE's core development center is in Japan it stands to reason that the most likely time for a rollout of updates and activation of new capacity will be during low-traffic times there. I would rather have seen a staged rollout (Japanese servers first during their off time, then NA/EU during theirs) but it's quicker and easier for all involved to just shut off the two lobby server farms and shut everyone out and then just get to work on both sides of the pond simultaneously.
